TERMS OF REFERENCE
A. BACKGROUND
The ASEAN Centre for Biodiversity (ACB), established in 2005, is ASEAN’s response to the challenge of biodiversity loss. It is an intergovernmental organisation that facilitates cooperation and coordination among the ASEAN Member States (AMS) and with regional and international organisations on the conservation and sustainable use of biological diversity, and the fair and equitable sharing of benefits arising from the use of such natural treasures.
The Small Grants Programme (SGP) by the ACB is a Financial Cooperation with the Federal Republic of Germany through KfW (German Development Bank) that aims to protect biological diversity in and around the ASEAN Heritage Parks (AHPs) in line with the interests of the local population. After two successful phases, KfW, in collaboration with the European Union, extended its support to a third SGP phase (SGP III).
The goal of the SGP III is to strengthen biodiversity conservation, management of natural resources in line with the basic needs of the local population in the ASEAN region and improve the livelihoods of communities in and around prioritised AHPs in Cambodia, the Philippines, Viet Nam, and Lao PDR.
The ACB is seeking dynamic, innovative, and committed candidates for the position of SGP Programme Officer (Monitoring and Evaluation), who will ensure results-based management and provide timely and constructive monitoring and evaluation feedback, enabling adaptive management and reporting of results achieved.
B. SCOPE OF DUTIES
Under the supervision of the Sustainable Use, Access and Benefit Sharing Director, and directly reporting to the SGP Project Manager, the SGP Programme Officer (Monitoring and Evaluation)
1. Monitoring and Evaluation
1.1. Become familiar with, and improve the existing SGP III monitoring and evalutaion mechanism and ensure its link with the SGP III logframe and indicator sets developed by the international consultant;
1.2. Support the development and refinement of impact and outcome indicators for SGP III, specifically for each of the SGP III-supported countries, and the establishment of the baseline data for the programme monitoring and evaluation;
1.3. Support the review and improvement of the technical monitoring and evaluation module in the Programme Management Manual;
1.4. Support the development of the impact evaluation module for the Grants Management and Monitoring System
1.5. Facilitate the monitoring of project progress at the site-level and liaise with mplementing Partners to ensure that the monitoring and evaluation of projects are in line with the components of the approved proposal;
1.6. Support defining parameters and modalities for the collection of field-level data and information;
1.7. Ensure the regularity of project progress monitoring at the site-level, and provide timely updates to the Sustainable Use and Access Benefit-Sharing Division Director, SGP III Project Manager and the Chief Technical Adviser;
1.8. Contribute to the design and implementation of knowledge management strategy to ensure that timely and relevant information is provided for communications, mobilisation and outreach activities;
1.9. In coordination with the Project Manager and under the guidance of the Chief Technical Adviser, prepare monitoring and evaluation reports that will be supplementary reports to the regular progress reports submitted to KfW; and
1.10. Assist the Project Manager in supporting mid-term and terminal evaluations of
the project, including management responses
2. Technical Assistance
2.1. Assist in the overall coordination of the SGP III to deliver technical outputs;
2.2. Liaise, under the guidance of supervisor(s), with Implementing Partners, and AHP Working Groups (AHP-WG) in SGP III participating countries on the implementation of SGP III;
2.3. Participate in the review of small grants proposals, and provide recommendations for approval of project proposals, work plans, and other technical documents related to SGP III;
2.4. Assist in the procurement of consultants, service providers, and others; and grant projects for the effective implementation of SGP III;
2.5. Assist in the conduct of local and regional training/workshops, conferences/meetings, and other events organised by the SGP III and the ACB;
2.6. Prepare and contribute to the writing of technical reports, progress reports, and meeting/workshop reports, and in the development of an annual work plan.
3. Perform other related tasks assigned by the Supervisor(s) from time to time.
C. QUALIFICATIONS
Education and Work Experience
- Bachelor’s degree in natural or social sciences, project management, project development or other related fields and three (3) years of related work experiences or its equivalency requirements:
- Bachelor’s degree in non-related fields with at least five (5) years of related work experience
- Minimum of three (3) years relevant work experience in a regional/international organisation, preferably in the ASEAN region
- Minimum of three (3) years of professional experience in a monitoring and evaluation position responsible for implementing monitoring and evaluation activities
Skills
- Excellent command of the English language, with exceptional writing, presentation, and communication skills
- Proficiency in basic computer applications, with knowledge of web-based programmes being an advantage
- Proven capability to work effectively with international partners
- Ability to work independently and manage multiple tasks effectively
- Ability to work productively and collaboratively within a team

- Must be a citizen of the Philippines
