TERMS OF REFERENCE
A. BACKGROUND
The ASEAN Centre for Biodiversity (ACB), established in 2005, is ASEAN’s response to the challenge of biodiversity loss. It is an intergovernmental organisation that facilitates cooperation and coordination among the ASEAN Member States (AMS) and with regional and international organisations on the conservation and sustainable use of biological diversity, and the fair and equitable sharing of benefits arising from the use of such natural treasures.
The Small Grants Programme (SGP) by the ACB is a Financial Cooperation with the Federal Republic of Germany through KfW (German Development Bank) that aims to protect biological diversity in and around the ASEAN Heritage Parks (AHPs) in line with the interests of the local population. After two successful phases, the KfW, in collaboration with the European Union, extended its support to a third SGP phase (SGP III).
The goal of the SGP III is to strengthen biodiversity conservation and management of natural resources in line with the basic needs of the local population in the ASEAN region and improve the livelihoods of communities in and around prioritised AHPs in Cambodia, the Philippines, Viet Nam, and Lao PDR.
The ACB is seeking dynamic, innovative and committed candidates for the position of SGP Communication Officer who will ensure that knowledge and communications are managed in such a way as to allow the project to learn effectively from other experiences and initiatives, while supporting the scaling up of project results at regional and national levels.
B. SCOPE OF DUTIES
Under the supervision of the Communication Department Director, the SGP Communication Officer, in close coordination with Sustainable Use, and Access and Benefit Sharing (ABS) Director of the Programmes Department shall perform the following duties and responsibilities.
- Communication
1.1. Coordinate with the Sustainable Use and ABS Division of the Programmes Department and the Communication Department on the enhancement and implementation of the SGP communication, education, and public awareness (CEPA) plan;
1.2. Develop appropriate CEPA materials (news releases, feature stories, website and social media content, write-ups, audiovisual materials, script, etc.) for the SGP;
1.3. Prepare CEPA progress reports and other communication and visibility-related documents for the programme;
1.4. Ensure the compliance of CEPA materials with the SGP and the ACB branding guidelines; and
1.5. Liaise with implementing partners, grantees, and AHP Working Groups (AHPWG) in SGP participating countries, specific to country-level communications and promotion deliverables. - Programmatic Support
2.1. Lead the design and implementation of capacity enhancement activities on CEPA among SGP partners and grantees;
2.2. Monitor and evaluate communication outcomes and outputs of the SGP;
2.3. Assist in the overall coordination of the SGP programme, specifically in carrying out the SGP CEPA Plan;
2.4. Participate in the review of small grants proposals, work plans, and technical documents related to the implementation of the SGP CEPA Plan;
2.5. Assist in conducting local and regional training, workshops, conferences, meetings, and other events organised by the ACB; and
2.6. Assist in the preparation of reports and plans. - Perform other related tasks assigned by the Supervisor(s) from time to time.
C. QUALIFICATIONS
Education and Work Experience
● Bachelor’s degree in communication arts, development communication, journalism, advertising, or any related field; Master’s degree is an advantage
● Three years of work experience in strategic communications
● Experience in working in a reputable international or regional (ASEAN) environmental organisation is preferred
● With an existing network of media contacts in ASEAN is advantageous
● Good working knowledge of environment, forestry, ecosystem restoration, or biodiversity issues in the ASEAN is an advantage
Skills
● Proficiency in a variety of communication strategies, tools and products, especially in development communication
● Excellent verbal and written communication skills in English are required; knowledge of other ASEAN languages is an asset
● Proficiency in Microsoft Office, Adobe Creative Suite, and other standard communication applications
● Ability to prioritise taks, andwork effectively under pressure
● Proven capability to be an efficient team player in a culturally diverse organisation
● Strong leadership skills;
● Commitment to comply with work quality and deadlines
● Adeptness at working with international partners
● Ability to work within a multicultural working environment
● Ability to work independently and to manage multiple tasks effectively
