The consultancy shall maximise existing datasets and assessments produced by relevant national agencies, including the Mines and Geosciences Bureau (MGB), Bureau of Fisheries and Aquatic Resources (BFAR), National Mapping and Resource Information Authority (NAMRIA), and Department of Environment and Natural Resources (DENR), ensuring that new analyses complement rather than duplicate previous efforts.

Current management plans may be insufficiently responsive to climate risks, livelihood pressures, and governance constraints, limiting their effectiveness in sustaining fisheries and ecosystem services. The conduct of updated habitat and coastal-marine resource assessments and threat mapping remain essential to establish a strong ecological baseline. However, ecological assessments alone cannot capture the differentiated vulnerability of fishing communities and resource users, which ultimately determines compliance, resilience, and sustainability outcomes.

To address this, the consultancy will incorporate structured vulnerability assessments (e.g., VA-TURF, Fish Vool, or equivalent methodologies) as a core analytical component. These approaches enable:

• Evaluate the vulnerability of coral reef, seagrass and mangrove ecosystems, and each of the sectors (e.g., artisanal fishers, women, Indigenous Peoples) in the selected study sites to climate and socio economic stressors;
• Analysis of exposure, sensitivity, and adaptive capacity of fisheries and coastal livelihoods;
• Mapping of tenure systems/ territorial use rights for fisheries (TURFs), access rights, and dependence
  on specific ecosystems, habitats, or species; and
• Integration of climate risks (e.g., coral bleaching, storm impacts, shifting fish stocks) into planning.

Results from these studies will directly inform the improvement and enhancement of the zoning decisions, fisheries management measures, livelihood diversification strategies, and enforcement prioritisation.

The participatory multi-stakeholder processes will therefore be expanded to include community-based vulnerability diagnostics, ensuring that management plans are grounded in both ecological and socio-economic realities. This aligns with UNDP SES requirements and strengthens Free, Prior, and Informed Consent (FPIC)
processes by making consultations more analytical and yet grounded, and decision-oriented rather than procedural.

The third component, which is the presentation to stakeholders and pertinent governance bodies and iterative validation, becomes even more critical in this context. Vulnerability findings, particularly those relating to fisheries, tenure rights, and climate risk, often have direct policy implications, including zoning trade-offs, restrictions on fishing effort, prioritisation of enforcement areas, and safety nets and provisions for support for affected communities.

By engaging PAMBs, LGUs, and national agencies in reviewing both ecological and vulnerability analyses, the process ensures that management plans are politically informed, socially acceptable, and feasible and practical under existing governance conditions.

When combined, these approaches can strengthen governance:
Science (Ecology + Fisheries + Vulnerability) → Stakeholder co-production → Governance Uptake

This integrated approach reflects the ASEAN ENMAPS framework, where multi-dimensional assessments
(ecological, socio-economic, institutional, and vulnerability) inform MPA network design and management planning.

Implementation of this activity across five Philippine sites aims to:

• Strengthen the science and socio-economic basis of MPA and MPA network planning;
• Improve the climate resilience of fisheries and coastal communities;
• Enable targeted, equitable management interventions;
• Reduce conflict by aligning conservation measures with livelihood realities and tenure systems;
• Support national commitments to GBF Target 3 (30×30) and climate adaptation priorities.

Scope of Work

1. Conduct Resource Assessments and Threat Mapping. This activity involves undertaking field-based assessments of (i) Coral reefs, seagrasses, and mangroves; and (ii) fisheries resources and exploitation patterns, conducting spatial threat mapping using GIS and other remote sensing tools, and identifying critical habitats, ecological linkages, and priority intervention zones. Threat mapping shall be informed through consultation with relevant enforcement agencies, including the Philippine Coast Guard (PCG), Philippine National Police Maritime Group (PNP Maritime Group), and other appropriate enforcement institutions, to validate spatial threats, enforcement issues, and illegal activities. Where feasible, the Consultancy Firm shall develop Environmental Sensitivity Index (ESI) maps integrating ecological sensitivity, coastal resources, and priority protection areas to support spatial planning, emergency response, and management decision making.
2. Conduct Vulnerability Assessments. This activity involves the application of methodologies such as VA TURF, Fish-Vool, or similar frameworks to assess fisheries vulnerability across three dimensions: exposure to climate and environmental stressors, sensitivity based on dependence on fisheries and resources, and adaptive capacity, including livelihood options and governance support. It involves mapping fisheries dependence and effort distribution, tenure and access systems (such as TURFs), and identifying the vulnerability of sectors like small-scale fishers, women, and Indigenous Peoples. Using participatory, community-level assessments, the process ensures local insights are captured and integrates these findings with ecological and fisheries data to support informed and inclusive planning. The assessment shall also include a stocktaking and synthesis of existing coastal vulnerability studies, including those undertaken by the MGB, to avoid duplication, establish baseline conditions, and strengthen the analysis of climate and coastal hazards.
3. Facilitate Participatory Multi-Stakeholder Processes. This component focuses on designing and implementing consultations, workshops, and writeshops to support participatory planning processes. It applies a range of methodologies, including PCRA or perception mapping, socio-economic monitoring, and vulnerability and risk assessments, to generate well-rounded insights. The process ensures inclusive participation from key stakeholders such as local government units, fishers, Indigenous Peoples, women, and youth, while adhering to FPIC requirements where applicable. It also integrates SESA findings and aligns with UNDP Social and Environmental Standards (SES). All outputs are then consolidated into draft enhanced management
4. Support Governance Review and Plan Finalization. The Consultancy Firm is expected to present integrated ecological and vulnerability findings to key stakeholders, including PAMBs, and relevant project bodies such as the PMU, NIU, SLTWG, and NTWG. Through an iterative process of review and validation, it facilitates stakeholder engagement in refining results and building consensus. The process supports evidence-based decision-making on zoning, fisheries management measures, and climate adaptation strategies. Concise policy briefs highlighting key findings, recommended policy actions, and priority management interventions for consideration by PAMBs, LGUs, DENR-BMB, and other relevant agencies shall be prepared. Final outputs must be packaged into actionable recommendations to enhance MPA management plans, including the core components

Qualifications

The following are the requirements and qualifications for the consultancy:

• Must be a duly recognised Philippine institution/organisation that’s permitted to carry out consultancy and research services
• At least seven years’ experience in environmental and socio-ecological assessments, including but not limited to vulnerability and threat mapping, resource inventory, climate risk and impact analysis, and application of relevant tools such as VA-TURF, Fish-Vool, or similar frameworks

Existing MPA management plans in these sites provide a foundation for conservation but require updating to reflect recent scientific findings, including resource assessments, connectivity analyses, and socio-economic and governance studies. In addition, SESA results and METT assessments highlight the need for improved governance arrangements, stakeholder participation, and enforcement mechanisms. Stakeholder engagement is critical to ensure that management strategies are grounded in local realities, incorporate traditional knowledge, and address the needs of coastal communities, including women, indigenous peoples, and resource-dependent sectors.

At the same time, the sustainability of MPA management remains constrained by limited and uncertain financing. There is a need to identify and operationalise sustainable financing mechanisms that can support conservation actions, strengthen institutional capacity, and deliver socio-economic benefits. Integrating stakeholder engagement with financing development ensures that proposed mechanisms are feasible, socially accepted, and aligned with governance structures.

This consultancy adopts an integrated approach to bridge planning and implementation by combining consultations, management plan enhancement, sustainable financing development, and pilot implementation within a single process, with dedicated MPA management plan updating write-shops to be conducted in Kepulauan Togean and Kepulauan Wakatobi National Parks to ensure direct translation of stakeholder inputs into implementable management plan provisions

The consultant will be responsible for the following tasks:

A.       Review of Existing MPA Management Plans and Financing Structures

The consultancy will conduct a comprehensive review of existing MPA management plans, including objectives, zoning schemes, resource use regulations, and governance arrangements, to identify gaps and areas for improvement based on recent scientific assessments, including SESA and METT results. In parallel, the consultancy will review and analyze existing financing mechanisms, policies, and institutional arrangements supporting MPA management to identify viable and sustainable financing options, drawing on relevant case studies and best practices from Indonesia, the ASEAN region, and global experiences, ensuring alignment with UNDP Social and Environmental Standards.

B.       Design of Consultation Framework

In close coordination with National Parks, the Gender and Safeguards Specialist, FPIC facilitators, and other relevant partners, the consultancy will design a participatory consultation framework and engagement plan. This framework will ensure inclusive and equitable participation of diverse stakeholder groups, including government agencies, coastal communities, women, youth, masyarakat adat, fisherfolk organizations, and private sector actors.

C.       Conduct of Multi-Stakeholder Consultations

The consultancy will facilitate multi-stakeholder consultations through workshops, focus group discussions (FGDs), key informant interviews (KIIs), SWOT analysis, and other appropriate participatory approaches. These consultations will generate qualitative and quantitative inputs on management priorities, governance challenges, resource use, and potential financing mechanisms. The process will ensure that stakeholder perspectives

directly inform the enhancement of management plans and the design of financing strategies, with a target of engaging at least 80 stakeholders.

D.       Validation and Stakeholder Alignment

The consultancy will present draft management and financing outputs to stakeholders for validation. Feedback will be documented and incorporated to ensure that outputs are technically sound, socially acceptable, and institutionally feasible.

E.       Consolidation of Stakeholder Feedback and Development of Recommendations

The consultancy will synthesise consultation outputs into a structured set of findings, highlighting key themes, emerging issues, and consensus recommendations. These will include actionable proposals to improve MPA management effectiveness, governance inclusivity, resource sustainability, and community benefit-sharing mechanisms, ensuring alignment with gender-responsive and safeguards-based approaches.

F.        Development of Business and Sustainable Financing Plans

Based on the results of the consultations and agreed management directions, the consultancy will develop site-specific business and sustainable financing plans. These plans shall outline operational, financial, and institutional strategies, including projected revenue streams, cost structures, investment requirements, risk assessments, implementation timelines, and monitoring frameworks, demonstrating how financing mechanisms will support biodiversity conservation objectives and socio-economic benefits for local communities.

G.       Conduct of MPA Management Plan Updating Write-Shops

The consultancy will organise and facilitate dedicated write-shops for updating MPA management plans─one in Kepulauan Togean National Park and one in Kepulauan Wakatobi National Park. A technical working draft report, structured into modular, insert-ready sections aligned with MPA management plan components (e.g., governance, zoning, MCS, financing, livelihoods), shall be prepared and made available in advance and during the write-shops to guide deliberations. These write-shops will enable stakeholders to directly translate validated consultation outputs, agreed strategies, and pilot implementation learnings into draft, site-specific management plan provisions that are immediately usable for plan updating.

H.       Pilot Implementation of Financing Strategies

The consultancy will identify and recommend the most feasible financing mechanism(s) for pilot implementation and support initial operationalization. This will include facilitating stakeholder commitments, clarifying institutional roles, and establishing practical arrangements for implementation beyond the project period.

I. Integrated Analysis and Final Report

The consultancy will produce a comprehensive final report that consolidates all outputs of the assignment, including technical analyses, stakeholder consultation results, validated recommendations, sustainable financing strategies, and pilot implementation outcomes. The report shall include as annexes or embedded sections the updated management plan components for Kepulauan Togean and Kepulauan Wakatobi, integrating financing strategies and reflecting pilot implementation experience. The primary objective of this consultancy is aimed at engaging Department of National Parks, Wildlife and Plant Conservation (DNP) and the Department of Marine and Coastal Resources (DMCR), with support from Department of Fisheries (DoF), in leading the enhancement of existing MPA management plans of Ranong Biosphere Reserve, Mu Ko Surin National Park, Mu Ko Similan National Park, and Tarutao National Park, integrating sustainable financing options, and facilitating stakeholder consultations to present, validate, and adopt improved management plans. This shall include securing free, prior, and informed consent (FPIC) from ethnic groups, where necessary.

These activities are expected to strengthen financial resilience of MPAs, and diversify revenue streams that can support ongoing conservation and management of MPAs and promote community engagement activities that enhance both livelihood benefits and stewardship of marine resources

The consultant will be responsible for the following tasks:

1. Government-Led Engagement and Policy Alignment. Engage DNP and DMCR, with active involvement of DoF, as lead agencies in the enhancement of existing MPA management plans for the four targeted MPAs and support inter-agency coordination to ensure consistency between enhanced management plans, fisheries management measures, marine corridor considerations, and national mandates. Proposed enhancement must address identified environmental and social risks and are fully aligned with UNDP Social and Environmental Standards.
2. Review and Analysis of Existing Financing Structures and Recommendations for Sustainable Financing. Review and analyse existing financing mechanisms and options surrounding the implementation and management of MPAs. Consequently, a set of tailored recommendations for sustainable financing strategies for the target MPAs must be developed to aid local stakeholders and governing bodies in crafting appropriate strategies for effective implementation. These strategies may include, but are not limited to, conservation trust funds, payment for ecosystem services (PES), eco-tourism revenue enhancement, public–private partnerships, corporate social responsibility contributions, blue carbon and biodiversity credits, and other innovative financing mechanisms. Additionally, case studies, lessons, and best practices from other MPAs and MPA networks in the country or region (ASEAN) may be used to reinforce recommended strategies. Recommendations must be guided by the results of the Strategic Environmental and Social Assessments (SESA) and aligned with UNDP Social and Environmental Standards.
3. Consultations with, and Presentation to Stakeholders. Through workshops and consultations, the consultant shall present the improved MPA plans and sustainable financing options to key stakeholders, including government agencies, local communities, ethnic groups, and private sector actors, for validation and feedback. The consultant shall document stakeholder inputs and incorporate them into the development of business plans and list of other recommendations.
4. Documentation of Adoption and FPIC Processes. Facilitate FPIC processes with ethnic groups residing in or affected by the target MPAs, ensuring compliance with UNDP safeguards and national legal frameworks and document agreements, resolutions, and formal adoption process.
5. Business Plans. Based on stakeholder inputs, the consultant shall develop business plan(s) outlining operational, marketing, and financial strategies aligned with the recommended activities and strategies laid out in the enhanced MPA plan. The business plans should include projected revenue streams, cost structures, investment requirements, potential risks, implementation timelines, and monitoring framework. The plan(s) should outline how financial strategies will contribute to biodiversity conservation objectives and socio-economic benefits for local communities. Feedback from stakeholders shall be collected to aid in refining the business plans.
6. Integrated Analysis and Report. Results of the above-mentioned activities shall be consolidated in an integrated report, summarising all technical, financial, and stakeholder consultation outputs to provide clear guidance for implementation, financing, monitoring, and progress reporting of enhanced MPA management plans.

Letter of Intent of no more than two pages addressed to the Bids and Awards Committee (BAC) through the BAC Secretariat, elaborating how their qualifications and experiences make them qualified for the position Consultant – Review of Governance Mechanisms and Financial Sustainability for the Management of MPA Networks and Marine Corridors in the Philippines should be indicated in the aforesaid letter;
2. Comprehensive curriculum vitae; and
3. Completed Personal History Form.
