The ASEAN Centre for Biodiversity (ACB) is implementing the project, Effectively Managing Networks of Marine Protected Areas in Large Marine Ecosystems in the ASEAN Region (ENMAPS). In alignment with the United Nations Development Programme (UNDP) Social and Environmental Standards (SES), the project is committed to ensuring that environmental and social considerations are systematically integrated into project planning, implementation and decision-making. During the Project Preparation Grant (PPG) phase, application of the Social and Environmental Screening Procedure (SESP) identified 12 environmental and social safeguard risks, comprising six Moderate Risks and six Substantial Risks. These findings highlight the importance of adopting a robust safeguards framework that promotes sustainable, inclusive and accountable management of marine protected areas and large marine ecosystems across the ASEAN region.
In keeping with the principles of the UNDP SES, the ASEAN ENMAPS will ensure that appropriate safeguards measures are established through meaningful stakeholder engagement, comprehensive SESP screening processes, and Environmental and Social Impact Assessments (ESIAs) of the Marine Protected Areas (MPAs) Management Plans. These processes will support the refinement of risk identification and analysis, the development of targeted avoidance and mitigation measures, and the establishment of effective monitoring and reporting mechanisms. The outcomes of the SESP and ESIA processes will inform project implementation by providing evidence-based recommendations and management measures to avoid, minimise, mitigate and address potential adverse environmental and social impacts, while enhancing transparency, accountability and long-term sustainability.
The Regional SESP-ESIA Safeguards Consultant will provide technical leadership in the implementation of the SESP and ESIA processes in MPA sites. Responsibilities will include conducting and coordinating environmental and social assessments, facilitating stakeholder consultations, finalising and submitting SESP / ESIA Reports and Environmental and Social Management Plans (ESMPs), supporting risk analysis and management planning, and ensuring compliance with the requirements of the UNDP SES. The Consultant will also deliver training and capacity-building programmes for the project teams, partners, small grant applicants and other key stakeholders, on the UNDP Social and Environmental Standards, application of the SESP screening tool, ESIA methodologies, stakeholder engagement processes, and the development and implementation of ESMPs.
In addition, the Consultant will support the integration of SESP and ESIA findings into project planning and implementation frameworks, ensuring that conservation interventions including livelihoods and investments are environmentally sustainable, socially inclusive and responsive to identified risks and opportunities.
