TERMS OF REFERENCE
A. BACKGROUND
The ASEAN Centre for Biodiversity (ACB), established in 2005, is ASEAN’s response to the challenge of biodiversity loss. It is an intergovernmental organisation that facilitates cooperation and coordination among the ASEAN Member States (AMS) and with regional and international organisations on the conservation and sustainable use of biological diversity, and the fair and equitable sharing of benefits arising from the use of such natural treasures.
The Strategy and Planning Division is responsible for the development, monitoring, and reporting of the ACB Annual Work Plans and the implementation of its strategic plan. The division liaises and coordinates action among the departments, ensuring strategic focus in the ACB’s activities and alignment with the ASEAN’s regional framework and priority thrusts.
The Monitoring and Evaluation Officer will ensure results-based management that provides timely and constructive monitoring and evaluation feedback, enabling adaptive management and reporting of results achieved.
B. DUTIES AND RESPONSIBILITIES
Under the Strategy and Planning Division of the Office of the Executive Director and the supervision of the Strategy and Planning Division Director, the Monitoring and Evaluation (M&E) Officer shall have the following duties and responsibilities:
- Technical Assistance and Implementation
● Provide technical assistance in the implementation of the M&E plan, monitoring and evaluation of programmes’ progress, and inputs to annual progress reports, ensuring compliance with reporting requirements and standards;
● Assist in collecting, recording, and reporting M&E inputs from activities implemented;
● Monitor and track progress against established indicators and provide recommended courses of action to ensure effective, efficient, and timely execution of deliverables; and
● Ensure project M&E systems meet the requirements of partners and donors. - Evaluation and Learning
● Develop the design of surveys or assessments commissioned for monitoring and evaluating project results, including monitoring visits;
● Assist the Strategy and Planning Division Director in supporting mid-term and terminal evaluations of ACB programmes and projects, including preparation
of management responses;
● Facilitate annual reviews and produce analytical reports, including learning and knowledge management products; and
● Facilitate project site M&E and learning missions. - Documentation and Reporting
● Prepare concept notes, workshop/activity designs, and other relevant documents related to M&E work;
● Provide inputs to annual work plans, progress reports, and other technical documents; and
● Contribute to regional and global biodiversity reporting processes. - Capacity Building and Support
● Extend technical assistance to other ACB divisions and departments in line with the ACB Annual Work Plan; and
● Provide training and guidance on M&E methodologies and tools to staff and partners. - Participate in ASEAN meetings and other local and international events as a resource person or facilitator; and
- Perform other related tasks that may be assigned by the Supervisor (s) from time to time.
C. QUALIFICATIONS
Education and Work Experience
● Bachelor’s degree in social sciences, economics, international development, public administration or any related field with at least three (3) years of related work experience or its equivalency requirements:
o Bachelor’s degree in non-related fields with at least five (5) years of related work experience
Skills
● Strong knowledge of M&E frameworks
● Proficiency in data analysis tools
● Excellent knowledge of the English language, with exceptional writing, presentation, and communication skills
● Excellent analytical skills
● Adept at working within a multicultural organisation
● Ability to work independently and to manage effectively different tasks
● Able to use computer applications, in particular, MS Office and creative software
Other Preferences:
● A master’s degree is an advantage
● Previous work experience related to environment or natural resources in a regional/international organisation in the ASEAN region is an advantage
Nationality
● Must be a citizen of the Philippines
