The ASEAN Centre for Biodiversity (ACB) intends to engage the services of a Local Marine Biodiversity Consultant – Thailand under the Effectively Managing Networks of Marine Protected Areas in Large Marine Ecosystems in the ASEAN Region (ASEAN ENMAPS) Project.
The primary objective of this consultancy is to provide technical guidance and scientific recommendations for enhancing the management plans of the Ranong Biosphere Reserve, Mu Ko Surin, Mu Ko Similan, and Tarutao Marine Protected Areas, ensuring alignment with biodiversity conservation goals, sustainable fisheries management, and stakeholder-identified priorities.
- Review Existing Documents
- Review the current MPA management plans for Ranong Biosphere Reserve, Mu Ko Surin, Mu Ko Similan, and Tarutao National Parks as provided by ONEP, DMCR, DNP, DoF and the ASEAN ENMAPS Project.
- Assess how biodiversity, habitat protection, fisheries sustainability, and climate change adaptation are currently addressed.
- Participate in Multi-Stakeholder Consultations
- Attend and contribute to consultations involving DMCR, DNP, DoF, local coastal communities, women’s groups, and other relevant stakeholders.
- Attend and participate in the perception mapping exercises to capture biodiversity- and fisheries-related concerns expressed by local associations and community representatives.
- Conduct Technical Assessment and Recommendations
- Provide scientific assessments on marine biodiversity, ecosystem interlinkages, and species of concern for each of the four pilot sites in Thailand.
- Recommend measurable interventions and updated zoning or management strategies that support sustainable fisheries, ecosystem recovery, and community co-management.
- Support Policy and Planning Alignment
- Ensure that recommendations are consistent with national biodiversity strategies, protected area guidelines, and regional frameworks under the ASEAN ENMAPS.
- Facilitate alignment between the technical proposals and institutional mandates of relevant agencies (ONEP, DMCR, DNP, DoF)
- Produce Technical Report
- Submit a comprehensive technical report outlining recommended improvements to each MPA plan, with a section on biodiversity rationale, stakeholder inputs, and implementation considerations.
- Provide General and Administrative Support
- Provide administrative support related to project implementation
- Assist in logistical arrangements for meetings, consultations, and field activities
- Support documentation and reporting needs and requirements of the project
- Support coordination and communication among project stakeholders
- Perform other duties and responsibilities as assigned periodically by the National Project Manager for Thailand (TH-NPM)
Interested applicants shall have the following minimum qualifications:
Qualifications and Experience
- Advanced degree in Marine Biology, Environmental Science, Coastal Ecology, Fisheries or related field;
- At least 5 years of relevant experience in MPA planning, marine biodiversity assessment, or fisheries management;
- Demonstrated experience in stakeholder engagement and community-based marine resource planning;
- Familiarity with Thailand’s marine conservation laws and fisheries policies.
- Knowledge on ASEAN regional frameworks (preferable).
- Good proficiency in analytical skills (both qualitative and quantitative), as well as strong English communication skills (both speaking and writing).
Language
- Proficiency in spoken and written English and Thai is required
