  • REQUEST FOR EXPRESSION OF INTEREST (REI) – Consultant for the Updating and Improvement of the ASEAN Biodiversity Dashboard and Integrating the Data Generated from Land-cover Change Analysis and Carbon Measurement for the EnCORE Wetlands Project

    The ASEAN Centre for Biodiversity (ACB), in partnership with the UK Palladium and the Global Environment Centre (GEC), is currently implementing the project, Enhancing Conservation and Restoration of Wetlands and Peatlands in ASEAN as Effective Sinks and Reservoirs of Greenhouse Gases (EnCORE Wetlands). This 2-year project, approved under the ASEAN-UK GTF and delivered through the UK Partnering for Accelerated Climate Transactions (UK PACT) Programme, aims to accelerate emissions reductions through the conservation, protection and restoration of carbon-rich wetland and peatland ecosystems, in the ASEAN region – reducing the impact of climate change on the most vulnerable ecosystems. Specifically, the project aims to: (i) improve inclusive site management plans and implementation in pilot sites to integrate climate mitigation and restoration opportunities; (ii) improve measurement of carbon stock and emissions reductions in pilot sites demonstrate the positive contributions wetlands and peatlands make in reducing climate change impacts; and, (iii) improve nature-based economic opportunities in local communities and stakeholders to decrease pressures on wetlands and peatlands ecosystems.

    The ACB intends to engage the services of a Consultant for the Updating and Improvement of the ASEAN Biodiversity Dashboard and integrating all the data that will be generated by the activities to be implemented by GEC, particularly the rapid land cover change analysis and carbon measurement.

    The consultant will be responsible for the following tasks:

    • Submission of a work plan and inception report on the methodology to be applied in updating and enhancing the features of the ASEAN Biodiversity dashboard and integrating the data on rapid land cover change analysis and quantifying carbon stocks and emission mitigation potential of Maludam National Park and Agusan Marsh Wildlife Sanctuary.
    • The selected Consultant shall design, and integrate a Geospatial and Historical Carbon Accounting within the ASEAN Biodiversity Dashboard. This activity aims to support the ASEAN Member States (AMS) in tracking, visualizing, and reporting on carbon stocks and emissions in alignment with international commitments such as the UNFCCC, Paris Agreement, and the Kunming-Montreal Global Biodiversity Framework (KM-GBF).
    • Develop interactive mapping and scenario analysis tools for dynamic geospatial features for carbon density and emissions layer. Enable overlays with biodiversity, land use, and conservation priority areas.
    • Develop scenarios analysis for conservation planning. Incorporate features for modelling and assessing carbon conservation scenarios, including protected areas, restorations zones, and land-use impacts.
    • Conduct tracking and analysis of key indicators, such as forest cover and carbon storage, within ASEAN and ASEAN Heritage Parks, including historical trends, deforestation risk and carbon emission for 10, 15 and 20 years.
    • Develop a Biodiversity Science Forum (BSF) subsite with storage to organize and share proceedings, policy briefs, publications, and other technical outputs.
    • Final submission of project report with recommendations and documentation.

    The consultant firm team members should have:

    1. Technical expertise
      • Experience in developing spatial applications and dashboards, particularly for environmental, biodiversity, or climate data.
      • Expertise in carbon accounting methodologies (including IPCC, REDD+, and ecosystem-based carbon assessments).
    2. Geospatial and Data science capabilities
      • Proficiency in GIS platform and web-based spatial tool.
      • Strong background in handling geospatial datasets, carbon maps, land-use layers, and temporal data series.
      • Experience in data visualisation, interactive maps, and open-source frameworks.
    3. Software Development Capacity
      • Skilled in full-stack web development, particularly in data-intensive and user- interactive dashboards.
      • Experience with API integration, database management, and modular system architecture.
      • Ability to deliver user documentation, training materials, and long-term maintenance plans.
    4. Thematic expertise in biodiversity and climate change
      • Experience in bioinformatics, wetland/peatland carbon stock assessments, nature-based solutions, climate mitigation, website development and enhancement
      • Proven track record in conducting similar studies, particularly in the ASEAN region
    5. Relevant Project experience
      • Experience working on a donor-funded project is an advantage.
      • Familiarity with and experience within the ASEAN Member States will be an advantage
      • Strong analytical, report-writing, and communication skills.

    1. Letter of Intent of no more than two pages addressed to the Bids and Awards Committee (BAC) through the BAC Secretariat, elaborating how their qualifications and experiences make them qualified for the position. Consultant for the Updating and Improvement of the ASEAN Biodiversity Dashboard and Integrating the Data Generated from Land-cover Change Analysis and Carbon Measurement for the EnCORE Wetlands Project should be indicated in the aforesaid letter;
    2. Accomplished Consultant’s Pre-qualification Form.

    The deadline for submission of completed applications is on 21 October 2025. Only applications with complete documentary requirements will be processed. Applications received beyond this date will not be considered. Only shortlisted candidates will be given due notice.
