TERMS OF REFERENCE
A. BACKGROUND
The ASEAN Centre for Biodiversity (ACB), established in 2005, is ASEAN’s response to the challenge of biodiversity loss. It is an intergovernmental organisation that facilitates cooperation and coordination among the ASEAN Member States (AMS) and with regional and international organisations on the conservation and sustainable use of biological diversity, and the fair and equitable sharing of benefits arising from the use of such natural treasures.
The Small Grants Programmes (SGP) by the ACB is a Financial Cooperation with the Federal Republic of Germany through KfW (German Development Bank) that aims to protect biological diversity in and around the ASEAN Heritage Parks (AHPs) in line with the interests of the local population. After two successful phases, KfW, in collaboration with the European Union, extended its support to a third SGP phase (SGP III).
The goal of the SGP III is to strengthen biodiversity conservation, management of natural resources in line with the basic needs of the local population in the ASEAN region and improve the livelihoods of communities in and around prioritised AHPs in Cambodia, Lao PDR, the Philippines, and Viet Nam.
The ACB is seeking dynamic, innovative, and committed candidates for the position of SGP Programme Officer (Technical) who will provide technical assistance in the implementation of the SGP III.
B. SCOPE OF DUTIES
Under the supervision of the Sustainable Use, and Access and Benefit –Sharing (SUABS) Director, and directly reporting to the SGP Project Manager, the SGP Programme Officer (Technical) shall provide technical support to the overall operations of the Project such as but not limited to the following duties and responsibilities:
- General
1.1. Assist in technical matters relating to policy and joint programme development and capacity building development, in accordance with the ACB’s Annual Work Plan;
1.2. Assist in the coordination of workshops, trainings, and other events under the SUABS Division, including local and international travels to venues outside the ACB Headquarters;
1.3. Assist in the preparation of concept notes, technical reports, workshop proceeding, joint research programme proposals, TORs and other technical documents under SGP III;
1.4. Participate in the monthly operational planning meetings of the SUABS Division and the Programmes Department;
1.5. Contribute to the ACB’s reporting requirements - Specific
2.1. Under the guidance of the SGP Project Manager, liaise with Implementing Partners and the AHP Working Groups (AHP-WG) in Cambodia, Lao PDR, Philippines, and Viet Nam on the implementation of the SGP III;
2.2. Assist the SGP Monitoring and Evaluation Officer in coordinating and monitoring the report submissions of implementing partners;
2.3. Contribute to the assessment and evaluation of implementation progress of site-level grant projects;
2.4. Participate in, as may be required, monitoring and evaluation missions at site-level grant projects;
2.5. Provide secretariat and technical support to the Regional Programme Coordination Unit (RPCU) Technical Working Group;
2.6. Prepare draft and final technical reports and meetings/workshops reports, as well as communication and correspondence letters;
2.7. Monitor and track electronic mail exchanges and correspondence, including alerts for grant contracts, work plans, and other SGP-related documents;
2.8. Facilitate and continue managing the Grant Management and Monitoring System of SGP, and coordinate with the Biodiversity Knowledge Management Department in the data and information management resulting and derived from the grant projects.
2.9. Ensure coherence and consistency of technical approaches across the project activities
2.10. Engage and coordinate with institutions and experts involved in project implementation
3. Perform other related tasks assigned by the Supervisor(s) from time to time.
C. QUALIFICATIONS
Education and Work Experience
●Bachelor’s degree in natural or social sciences, development communication, or related field with at least three (3) years of work-related experience in supporting projects related to biodiversity conservation, environment management, ecosystem restoration, and/or climate change or its equivalent requirements:
○ Non-related bachelor’s degree with at least five (5) years of work-related experience in supporting projects related to biodiversity conservation, environment management, ecosystem restoration, and/or climate change
● Experience working and engaging in a multicultural and diverse environment, preferably within a regional or international organisation.
● Experience in donor-funded projects, grants management, and database management is an advantage.
Skills
● Fluent in English, with strong written and presentation skills
● Proficiency in standard computer applications, preferrable web-based programmes
● Proven capability to work effectively with international partners
● Ability to work independently and manage multiple tasks effectively
● Ability to work productively and collaboratively within a team
Nationality
● Must be a citizen of the Philippines
