POSITION TITLE: Programme Officer (Species Conservation)

REPORTING TO: Biodiversity Conservation Division Director
TERMS OF REFERENCE
A. BACKGROUND
The ASEAN Centre for Biodiversity (ACB), established in 2005, is ASEAN’s response to the challenge of biodiversity loss. It is an intergovernmental organisation that facilitates cooperation and coordination among the ASEAN Member States (AMS) and with regional and international organisations on the conservation and sustainable use of biological diversity, and the fair and equitable sharing of benefits arising from the use of such natural treasures.
Species conservation is one of the thematic areas of concern under the biodiversity conservation division where the division provides support to the ASEAN Flyway Network and the implementation of the Conservation Action Plan for Threatened Vertebrates Species in The ASEAN Region (2024-2050) and the ASEAN Action Plan for Invasive Alien Species Management.
B. SCOPE OF DUTIES
Under the supervision of the Biodiversity Conservation Division Director of the Programmes Department, the Programme Officer (Species Conservation) shall have the following duties and responsibilities:
- Programme/Project Development
a. Develop concept proposals on species conservation that support, among others, the strengthening of the ASEAN Flyway Network, implementation of the Conservation Action Plan for Threatened Vertebrates Species in The ASEAN Region (2024-2050) and the ASEAN Action Plan for Invasive Alien Species Management
b. Provide assistance in the development of detailed proposals on species conservation for submission to donor agencies in accordance with the ACB thematic areas
c. Assist in the coordination and negotiation with relevant institutions in the finalisation and approval of project proposals
d. Assist in the preparation of partnership agreements and other documents related to project implementation including project work and financial plans - Programme/Project Implementation, Monitoring, and Evaluation
a. Assist in the implementation of approved programmes, projects and activities related to species conservation
b. Perform necessary coordination work with the AMS in the implementation of activities related to species conservation
c. Prepare technical, administrative, and financial documents for implementation of activities which includes preparation of concept notes, activity designs, reports and official communications among others
d. Ensure timely implementation of activities and delivery of outputs
e. Assist in the monitoring and evaluation of programmes, projects and activities on species conservation
f. Provide regular updates on the implementation of programmes, projects and activities on species conservation - Technical Support Services
a. Extend technical assistance to other ACB departments and divisions in accordance with ACB Annual Work Plans
b. Provide inputs to annual work plans, progress reports, and other technical documents
c. Assist in organising local and international trainings/workshops, conferences/meetings and other ACB events
d. Provide technical and secretariat support in trainings/workshops, conferences/meetings and other events online and/or in-person
e. Assist in the production of knowledge products related to species conservation
f. Participate in ASEAN meetings, and other local and international events as resource person or facilitator - Perform other related tasks that maybe assigned by the Supervisor(s) from time to time.
C. QUALIFICATIONS
Education and Work Experience
- Bachelor’s degree in natural sciences, biodiversity conservation, environmental science and other related fields and three (3) years of related work experience or its equivalency requirements
- Bachelor’s degree in non-related fields with at least five (5) years of related work experience
- At least three (3) years of experience in project implementation related to protected areas management, species conservation and management of invasive alien species
Skills
- Excellent verbal and exceptional written communication skills in English are required, and knowledge of other ASEAN languages is an asset
- Adept at working within a multicultural organisation
- Able to work independently and comply with work quality and deadlines
- Able to work independently and to manage effectively different tasks
- Able to use computer applications, in particular, MS Office and creative software
- Strong technical knowledge in biodiversity conservation, protected and conserved area management
Other Preferences
- Master’s degree is an advantage
- Significant experience in donor-funded projects related to environmental management and biodiversity conservation. Actual experience in species conservation is an advantage
- Previous work experience in a regional/international organisation in the ASEAN region is an advantage

Must be a citizen of the Philippines
