POSITION TITLE: Programme Associate (ASEAN Heritage Parks Programme)
DURATION OF CONTRACT: One Year (Renewable)

REPORTING TO: Biodiversity Conservation Division Director
TERMS OF REFERENCE
A. Background
The ASEAN Centre for Biodiversity (ACB), established in 2005, is ASEAN’s response to the challenge of biodiversity loss. It is an intergovernmental organisation that facilitates cooperation and coordination among the ASEAN Member States (AMS) and with regional and international organisations on the conservation and sustainable use of biological diversity, and the fair and equitable sharing of benefits arising from the use of such natural treasures.
The ACB is looking for a Programme Associate (ASEAN Heritage Parks Programme or AHP) who will provide administrative support to the Biodiversity Conservation Division in the implementation of AHP programme.
B. Scope of Duties
Under the supervision of the Biodiversity Conservation Division Director, the Programme Associate shall primarily provide administrative support to the Biodiversity Conservation Division and assistance in the project development, monitoring, and reporting.
The Programme Associate (AHP) will perform the following duties and responsibilities:
General
- Assist in technical matters relating to programme development and capacity building development, in accordance with the ACB’s Annual Work Plan;
- Assist in the implementation of various ACB programmes with donor partners, including coordination with the AMS, consultants and donor partners;
- Assist in capacity building activities in various thematic areas of the ACB that may be assigned by the Biodiversity Conservation Division Director;
- Assist in coordination of workshops, trainings, and other events under the Programmes Department, including local and international travels to venues outside the ACB Headquarters; and
- Assist in the preparation of concept notes, technical reports, workshops proceedings, joint research programme proposals, terms of reference, and other technical documents.
Specific
- Provide support to the AHP Programme
1.1. Assist in updating the AHP database, including the socio-economic and technical information;
1.2. Assist in the preparation of information materials about the AHP Programme; and
1.3. Assist in organising the AHP knowledge products and other documents. - Provide administrative support to the Biodiversity Conservation Division
2.1 Prepare, organise, and coordinate meetings, workshops, conferences and events, including preparation of briefing documents, setting up and following up of meeting appointments of the Biodiversity Conservation Division with different organisations and institutions; and
2.2 Manage cash requirements (cash advances, reimbursement, liquidation) and other relevant documents for all meetings, conferences and activities to be attended by the Biodiversity Conservation Division Director and/or Officers. - Provide support to project development
3.1 Assist in the preparation and packaging of proposals for submission to donor agencies in accordance with ACB thematic areas; and
3.2 Assist in coordination with relevant institutions in the finalisation and approval of project proposals; and
3.3 Assist in maintaining, monitoring, and updating the project mapping database of the Programmes Department. - Provide support to project implementation, monitoring and reporting
4.1 Assist in the implementation, monitoring and reporting of programme/projects, and other thematic projects that may be assigned by the Biodiversity Conservation Division Director; and
4.2 Assist in preparing project and/or activity reports and related documents of the assigned thematic projects or areas. - Perform other related tasks that may be assigned by the Supervisor from
time to time.
C. Qualifications
Education and Work Experience
- Must have at least a Bachelor’s degree in Natural Sciences, Agriculture, Economics, or other related field; or its equivalency requirements:
- Bachelor’s Degree in a non-related field with at least three (3) years of
related work experience
Skills
- Proficient in research skills
- Excellent verbal and exceptional written communication skills in English are required, and knowledge of other ASEAN languages is an asset
- Adept at working within a multicultural organisation
- Must have the ability to work independently and comply with work quality and deadlines
- Ability to work independently and to manage effectively different tasks
- Able to use computer applications, in particular, MS Office and creative software
- Strong technical knowledge in biodiversity conservation, protected and conserved area management
Other Preference/s
- One year of relevant work experience in a regional/international organisation, preferably in the ASEAN is an advantage
- Significant experience on donor-funded projects is an advantage
Nationality
- Must be a citizen of the Philippines
