TERMS OF REFERENCE
A. BACKGROUND
The ASEAN Centre for Biodiversity (ACB), established in 2005, is ASEAN’s response to the challenge of biodiversity loss. It is an intergovernmental organisation that facilitates cooperation and coordination among the ASEAN Member States (AMS) and with regional and international organisations on the conservation and sustainable use of biological diversity, and the fair and equitable sharing of benefits arising from the use of such natural treasures.
The Treasury Division is responsible for the management of the financial resources which include, cash, cash equivalents, and financial securities (investments) of the Centre. Operationally, it is responsible for receiving and disbursing of funds, and is the focal unit for relationship management with banks and other financial institutions.
The ACB is seeking dynamic, innovative, and committed candidates for the position of Cashier who will be responsible for executing necessary financial and treasury functions. The Cashier will be accountable to the Director for Finance and Administration Department.
B. SCOPE OF DUTIES
Under the Treasury Division of the Finance and Administration Department, the Cashier will perform the following:
- Cash Management
● Perform cashiering functions:
o Collect and disburse cash daily, periodically, or as the need arises;
o Receive cash and issue BIR-registered Service Invoice and Cash Receipt;
o Immediately deposit funds received into the designated ACB bank account;
o Disburse cash advances, salaries, and other official expenses at pre-designated dates;
o Prepare and/or sign checks up to the authorised amount;
● Oversee the monitoring of fund transfers, receipts and disbursements, checks received, issued or cancelled and petty cash fund disbursements;
● Manage Petty Cash Fund and ensure timely replenishment;
● Prepare telegraphic transfers, including drafting request letters for telegraphic transfers and foreign currency purchases;
● Forward to the Accounting Division the invoice and/or receipts from payees, deposit/withdrawal slips, and the duly stamped paid disbursement vouchers with supporting documents; and
● Provide suppliers, consultants and other payees with proof of payment. - Banking Operations
● Maintain and monitor all official bank accounts;
● Prepare documents required for opening, updating, or closing bank accounts;
● Liaise with the banks for deposits, withdrawals, fund transfers, and other related transactions;
● Monitor and track bank balances to ensure sufficient funds for scheduled disbursements; and
● Request bank statements and resolve discrepancies, errors, or issues with bank transactions. - Financial Reporting
● Prepare collection and disbursement reports, including bank deposits, weekly cash position, and maintenance of subsidiary ledgers;
● Verify and reconcile bank transactions against internal treasury records and reports;
● Assist in the monthly and year-end financial closing by providing relevant treasury data and reports; and
● Support the preparation of treasury-related information for internal and external audits. - Investment Management
● Prepare investment analysis and recommend investment options to the Executive Committee in coordination with the Resource Mobilisation Division;
● Perform cashiering functions related to investments, including monitoring, recording, and safeguarding transactions;
● Ensure proper documentation, reconciliation, and reporting of investment activities in compliance with ACB policies. - Work closely with other divisions and project teams on treasury-related matters, including status of payments, disbursement schedule, and documentation requirements;
- Support the implementation of treasury process improvements and system updates;
- Carry out treasury functions necessary to ensure operational continuity of the Treasury Division;
- Prepare cash flow projection/forecast quarterly or biannually; and
- Perform other related tasks that may be assigned by the supervisor(s) from time to time.
C. QUALIFICATIONS
Education and Work Experience
● Bachelor’s Degree in Accountancy, Accounting, Finance, and other related fields with at least three (3) years of experience in accounting and finance; or its equivalency requirement;
● Bachelor’s Degree in a non-related field, with five (5) years of related work experience in accounting and finance.
● Demonstrated experience in cashiering, treasury operations, and financial transaction management.
● Background in managing investments, monitoring portfolios, or related financial activities.
● Previous work experience in a regional/International organisation in the ASEAN is an advantage
Skills
● Ability to maintain confidentiality and integrity in financial transactions
● Strong interpersonal, communication and organisational skills
● Comprehensive knowledge of Treasury and Cashier functions, including cash handling, disbursement, and reconciliation
● Knowledgeable in investment processes, financial instruments, and risk management practices
● Advanced skills in MS Office applications (Excel, Word, and PowerPoint); familiarity with electronic presentation techniques and ability to operate online or web-based applications
● Strong numeric accuracy and attention to detail
● Ability to work independently
● Organisational and time management skills
● Willing to work overtime and to be on-call, when necessary
Nationality
● Must be a citizen of the Philippines.
