TERMS OF REFERENCE
A. Background
The ASEAN Centre for Biodiversity (ACB), established in 2005, is ASEAN’s response to the challenge of biodiversity loss. It is an intergovernmental organisation that facilitates cooperation and coordination among the ASEAN Member States (AMS) and with regional and international organisations on the conservation and sustainable use of biological diversity, and the fair and equitable sharing of benefits arising from the use of such natural treasures.
Along with its expanding responsibilities and deliverables, the need to sustain its operations and to continue its effective and efficient delivery of services. To this end, the ACB explores the area of resource mobilisation to generate supplementary funds to close existing financing gaps, expand its endowment fund, and allocate resources to programmes and activities that need to be sustained.
The Resource Mobilisation Division Director (RMDD) provides strategic leadership in fundraising, donor cultivation, and partner engagement to secure diversified financial and non- financial resources for the ACB. The role spearheads efforts to ensure the sustainability and self- sufficiency of the ACB and its projects by identifying and cultivating strategic partners, mobilising resources, and coordinating initiatives that deliver added value and wider regional impact.
B. Scope of Duties
Under the guidance and direct supervision of the Executive Director, the Resource Mobilisation Division Director shall have the following responsibilities:
- Strategy and Resource Mobilisation
a. Develop and implement a comprehensive resource mobilisation strategy to guide the ACB’s financial sustainability.
b. Lead and manage resource mobilisation activities in line with the approved strategy
c. Monitor and report on the implementation of the resource mobilisation strategy
d. Conduct environmental scans and partner mapping to identify appropriate partners and funding sources.Develop and implement due diligence guidelines for prospective partners - Partnership Development and Donor Engagement
a. Identify, cultivate, and maintain relationships with institutional donors, the private sector, foundations, high-net-worth individuals, and corporate partners
b. Lead negotiations with new partners (i.e. individuals, private sector, corporate agencies), prepare partnership agreements, and provide periodic feedback
c. Review partnership offers and proposals of individuals, the private sector, and corporate agencies received and solicited by the ACB and submit recommendations to the Executive Committee.
d. In close coordination and collaboration with the Project Development Division, develop and maintain a database of donors and partners engaged and being targeted for collaboration, including their areas of interest, thematic focus, and geographic priorities, to ensure an up-to-date and dynamic donors and partners landscape of ACB.
e. Engage in donor relationship management to ensure donor retention, upgrades, and acquisition of new partners.
f. Represent ACB at key strategic forums locally and internationally. - Proposal Development and Brand Building
a. Coordinate with ACB departments to develop, review, and package resource mobilisation-related proposals.
b. Collaborate with the Communication Department to strengthen the ACB’s brand, including development of materials to support fundraising efforts.
c. Contribute to publications, newsletters, and outreach materials highlighting mobilised resources and partnerships. - Capacity Building and Institutional Support
a. Build the capacity of ACB staff and partners on resource mobilisation, fundraising, and donor engagement.
b. Provide technical guidance and support to programme teams on partnership and resource mobilisation initiatives.
c. Ensure organisational coherence by engaging proactively with other ACB departments/divisions.
C. Qualifications
Education and Work Experience
● A Master’s degree in Marketing, Finance, Business Administration, Social Sciences, International Development or other related fields with at least five years of related work experience; or its equivalency requirements:
- Completed Academic Requirements in Master’s Degree Program in Marketing, Finance, Business Administration, Social Sciences, International Development, with seven years of related work experience, or
- 18 units earned in the Master’s Degree Program in Marketing, Finance, Business Administration, Social Sciences, International Development, with nine years of related work experience, or
- Related Bachelor’s Degree in Marketing, Finance, Business Administration, Social Sciences, International Development and 12 years of related work experience, or
- Non-Related Bachelor’s Degree with 15 years of related work experience
● At least two years of supervisory experience, with demonstrated ability to lead teams, manage performance, and oversee day-to-day operations of the Division
● Knowledge of current development issues, strategies, as well as financing schemes and options in international development cooperation
● Proven ability to conceptualise, innovate, plan and execute ideas, as well as to impart knowledge and teach skills
● Familiarity with the ASEAN as an organisation and have demonstrated engagement with dialogue and development partners
● Proven track record of generating funding for projects
● Experience and expertise in developing and maintaining good relationships with institutional, individual, and/or corporate partners.
