The ASEAN Centre for Biodiversity (ACB) intends to engage the services of a Consultancy Firm to Conduct Resource Inventory for Wakatobi and Togean National Park under the Effectively Managing Networks of Marine Protected Areas in Large Marine Ecosystems in the ASEAN Region (ASEAN ENMAPS) Project.
The primary objective of this consultancy is to engage a qualified Academic Institution to conduct updated resource inventories in two MPA sites—Kepulauan Togean and Kepulauan Wakatobi—and specifically perform the following tasks:
The consultant will be responsible for the following tasks:
- Conduct a participatory inventory of marine and coastal resources, including the assessment of the current conservation status of priority ecosystems (e.g., coral reefs, mangroves, seagrasses) and associated key species, complemented by resource use and spatial mapping; and facilitate participatory and inclusive resource mapping activities involving women, Masyarakat adat, and local communities (LCs), fisherfolks, and other marginalised groups in identifying key resources, traditional fishing areas, and areas of ecological and cultural significance to help integrate local knowledge and foster local ownership in the MPAs.
- Socio-economic Monitoring. Assess the current socio-economic status of communities surrounding the MPAs by collecting data on livelihoods, value chains, income streams, access to support services, and roles of women, youth, members of the Masyarakat adat, and other relevant stakeholders in the communities in the management and protection of the MPAs. This will help inform management strategies that are aligned with the conservation goals and well-being of the communities.
- Vulnerability and Threat Assessment. Identify and analyse ecological, economic, and social vulnerabilities of the MPA and its surrounding communities to threats, such as climate change, overfishing, illegal, unreported, and unregulated (IUU) fishing and natural hazards to inform management and recommend adaptive management strategies, risk reduction measures, and climate adaptation and resilience efforts.
- Habitat and Ecosystem Mapping using GIS and remote sensing technologies. Map critical marine habitats, such as seagrass beds, coral reefs, and mangroves to inform spatial planning and zoning and recommend the monitoring, control, and surveillance (MCS) activities.
- Assess the existing restoration activities to the priority ecosystem and associated species (particularly the coral reefs) and develop recommendations to strengthen the restoration strategy/approaches in both national parks.
In compliance with Indonesian laws and regulations on the conservation, management, and protection of natural resources, the activities undertaken under this contract shall not involve the collection or transfer of biological specimens, nor any activities related to the access of genetic resources, regardless of purpose. The academic institution/consultant shall exercise due diligence and ensure proper coordination with relevant authorities at all times.
The Consultant shall collaborate with the National Fisheries Advisor engaged by the National Implementation Unit (NIU) of Indonesia, and coordinate closely with National Parks Officer, local experts, site officer, members of the Smart Patrol, and other relevant stakeholders in conducting the necessary activities to ensure that objectives are met.

The academic institution should demonstrate expertise in any of the following fields: marine biology/ecology, fisheries, marine science, coastal resource management, and related sciences with a good track record in resource mapping and inventory, and proven skills in using GIS and remote sensing tools.
Additionally, the institution must be knowledgeable in Indonesian marine biodiversity and conservation space and must have proven ability to work with local communities, including fisherfolks, ethnic groups, and women. Familiarity with the two MPA sites is desirable.
