  • REQUEST FOR EXPRESSION OF INTEREST – Consultant for the Development of a Database of Economically Targeted and Ecologically Significant Marine Species

    The ASEAN Centre for Biodiversity (ACB) intends to engage the services of Consultant for the Development of a Database of Economically Targeted and Ecologically Significant Marine Species for the Effectively Managing Networks of Marine Protected Areas in Large Marine Ecosystems in the ASEAN Region (ASEAN ENMAPS) Project.

    The Consultant for the Development of a Database of Economically Targeted and Ecologically Significant Marine Species will be responsible for the following tasks:

    • Submission of a work plan and inception report on the methodology to be applied in the development of the database of relevant species for ENMAPS sites. The work plan will include the expected outputs.
    • Data Collection and Analysis: Gather a unique list of species and their occurrences in the four LMEs generated from records of extant databases and from predicted species ranges such as from but not limited to the Sea Around Us, FishBase, SeaLifeBase, Aquamaps, GBIF and OBIS.
    • Prepare a species data matrix including but not limited to information covering life history traits, distribution range, habitat preferences, migration patterns, home ranges and common names
    • Prepare predictive species range maps for economically targeted and ecologically significant species.
    • Stakeholder Engagement: The database developers will collaborate and engage in discussions with other project partners as may be necessary and possible.
    • Reporting and Recommendations: The database developers will provide mid-project updates and end of project reports. Recommendations will be, in addition to deliverables detailed above, relevant to determining the biological extents of marine protected area networks in the 4 LMEs in the ASEAN, contribute to identifying the species composition of the 227,662 metric tons of overexploited marine fisheries, and the larval components (including their migration patterns) of the waters associated with the said project sites. Submitted maps will be in forms useful for further GIS processing such as shapefiles for boundaries and point data related to project outputs or plotted information in google maps in kml or kmz files at the minimum. For raster data (image type), the preference would be for the GeoJPEG format which is an image format with a JPEG compression and coded with a “World File” meaning it has a geographic location coded within the JPEG image. Plain JPEG format is acceptable if a high-resolution copy is available.

    Interested consultant firm team members should have the following:

    • Advanced degrees in marine science, economics, or environmental management
    • Experience in natural capital accounting, ecosystem services valuation, or related fields
    • Proven track record in conducting similar studies, particularly in the ASEAN region
    • Strong analytical, report-writing, and communication skills

    Interested firms may obtain further information from the ACB Bids and Awards Committee (BAC) Secretariat and may download the Terms of Reference and the Consultant’s Pre-Qualification Form on the ACB website.

    Firms should prepare the following and send all to acb-bac@aseanbiodiversity.org:

    • Letter of Intent of no more than two pages addressed to the Bids and Awards Committee (BAC) through the BAC Secretariat, elaborating how their qualifications and experiences make them qualified for the position. Consultant for the Development of a Database of Economically Targeted and Ecologically Significant Marine Species should be indicated in the aforesaid letter; and
    • Accomplished Consultant’s Pre-qualification Form.

    Deadline for submission of completed application is on 3 January 2025 at 10:00 AM (Philippine Time). Only applications with complete documentary requirements will be processed. Applications received beyond this date will not be considered. Only shortlisted candidates will be given due notice.
