    IMMEDIATE SUPERVISOR : General Services Officer

    TERMS OF REFERENCE

    A. BACKGROUND

    The ASEAN Centre for Biodiversity (ACB), established in 2005, is ASEAN’s response to the challenge of biodiversity loss. It is an intergovernmental organisation that facilitates cooperation and coordination among the ten ASEAN Member States (AMS) and with regional and international organisations on the conservation and sustainable use of biological diversity, and the fair and equitable sharing of benefits arising from the use of such natural treasures.

    The ACB is seeking dependable Maintenance Staff/Driver who will be accountable to the General Services Officer.

    B. SCOPE OF DUTIES

    Under the General Services Division of the Finance and Administration Department and the supervision of the General Services Officer. The Maintenance Staff/Driver responsible for performing maintenance and repair tasks to ensure the functionality and safety of facilities, as well as providing reliable and timely transportation services for the Centre. The Maintenance Staff/Driver will perform the following:

    1. Maintenance Tasks:
      ● Conduct routine inspections of the facility to identify and address maintenance needs;
      ● Perform minor repairs such as plumbing, electrical work, carpentry, and equipment upkeep;
      ● Ensure tools and maintenance equipment are properly handled and stored;
      ● Perform routine repairs, inspections, and basic maintenance for equipment and facilities;
      ● Conduct basic air conditioning tasks, such as cleaning filters and checking for operational issues;
      ● Ensure equipment efficiency and maintain a safe, comfortable environment for users; and
      ● Monitor and report major facility repair requirements to the General Services Officer.
    2. Driving Duties:
      ● Safely operate ACB vehicles to transport employees, supplies or materials;
      ● Follow designated routes and ensure staff and guests are picked up and dropped off promptly;
      ● Keep vehicles clean, well-maintained, and compliant with roadworthiness standards;
      ● Maintain accurate vehicle logs, including mileage, fuel usage, and servicing records.
    3. Safety and Compliance:
      ● Adhere to workplace safety standards while performing maintenance tasks; and
      ● Follow traffic and transportation regulations at all times while driving.
    4. General Support:
      ● Assist with event/activity setups, such as arranging furniture or equipment; and
      ● Carry out additional responsibilities as assigned, such as handling minor errands or logistics support.
    5. Facilitate the renewal of registration of ACB office vehicle with concerned government offices; and
    6. Perform other related tasks that may be assigned by the supervisor(s) from time to time.

    C. QUALIFICATIONS

    Education and Work Experience
    ● Vocational Course or Undergraduate of at least two (2) years in College, or Senior High School Graduate, and five (5) years related work experiences or its equivalency requirement:
    ● TESDA on Driving NC II or Certificate of Competency and year 10 years relevant work experience
    ● Basic knowledge of vehicle troubleshooting and repair, as well as fundamental skills in masonry, carpentry, and plumbing.

    Eligibility/Licenses
    ● Must possess a professional driver’s license

    Skills
    ● Strong driving skills and familiarity with traffic rules and routes.
    ● Time management and reliability in meeting deadlines.
    ● Thorough knowledge of preferred routes and heavy traffic patterns
    ● Ability to accommodate flexible schedule including weekends and holidays
    ● Attention to detail in repair work and driving.
    ● Physical resilience to handle demanding tasks.
    ● Problem-solving abilities for maintenance and operational issues.
    ● Strong communication and interpersonal skills.
    ● Commitment to safety and professionalism.
