TERMS OF REFERENCE
A. BACKGROUND
The ASEAN Centre for Biodiversity (ACB) is an intergovernmental regional centre of excellence established through an agreement among the Governments of the Member States of the Association of Southeast Asian Nations (ASEAN) in 2005. It facilitates cooperation and coordination among the members of ASEAN, and with relevant national governments, regional, and international organisations, on the conservation and sustainable use of biological diversity and the fair and equitable sharing of benefits arising from the use of such biodiversity in the ASEAN region.
The Accounting Division of the Finance and Administration Department is responsible for the analysis, classification, measurement, and summarising of the economic transactions of the ACBprimarily financial in nature, as well as the preparation of financial reports for both internal and external stakeholders. Also, this division is responsible for monitoring the actual utilisation of funds as implemented by the division.
The ACB is seeking dynamic, innovative, and committed candidates for the Finance Associate (Projects) position, who will be responsible for executing necessary financial and accounting functions.
B. SCOPE OF DUTIES
Under the Accounting Division of the Finance and Administration Department and the supervision of the Project Accountant, the Finance Associate (Projects) will perform the following:
- Financial Transactions, Processing, and Bookkeeping:
1.1 Process transactions by preparing the appropriate disbursement voucher, cash voucher, or journal voucher
including the propriety checking of supporting documentation;
1.2 Assist in monitoring and maintaining accounting reports and schedules;
1.3 Coordinate with the Project Accountant to determine the budgetary requirements prior to processing transactions. - Cash Management:
2.1 Prepare monthly updates of foreign exchange and daily subsistence allowance rates to comply with the financial guidelines adopted by the ACB as the basis of computation of each transaction;
2.2 Prepare and analyse monthly bank statements or reports and transactions, and ensure accurate reconciliation of records;
2.3 Provide administrative or logistical support in the transfer and disbursement of funds;
2.4 Assist in overseeing the signing of financial or grant agreements between the Service Providers or Grantees and the ACB. - Financial Reporting:
3.1 Assist in the preparation of monthly financial reports and other management reports;
3.2 Assist in the financial monitoring, reporting, and validation of SGP and other ACB projects. - Perform other related tasks as may be assigned by the Supervisor/s from time to time.
C. QUALIFICATIONS
a. Education and Work Experience
• Bachelor’s Degree in Accountancy, Management major in Accounting, Finance or related field of study; or its equivalent requirements:
• Bachelor’s Degree in a non-related field with at least three (3) years of related work experience in
accounting and finance
• Previous work experience in a regional or international organisation in the ASEAN is an advantage
b. Skills
• High standard of personal conduct, honesty, integrity, and attention to details
• Strong interpersonal, communication, and organisational skills
• Basic understanding of the accounting and finance function
• Advanced skills in MS Office applications (Excel, Word, and PowerPoint); familiarity with electronic presentation techniques and ability to operate online or web-based applications
• Fluent in English with satisfactory writing and presentation skills
• Can manage multiple tasks with minimal supervision
