    DUTY STATION : ACB Headquarters, Los Baños, Laguna, Philippines
    IMMEDIATE SUPERVISOR : Executive Director

    TERMS OF REFERENCE

    A. BACKGROUND

    The ASEAN Centre for Biodiversity (ACB) is an intergovernmental regional centre of excellence established through an agreement among the Governments of the Member States of the Association of Southeast Asian Nations (ASEAN) in 2005. It facilitates cooperation and coordination among the members of ASEAN, and with relevant national governments, regional, and international organisations, on the conservation and sustainable use of biological diversity and the fair and equitable sharing of benefits arising from the use of such biodiversity in the ASEAN region. Since its establishment, the ACB has lived up to its mandate of strengthening national and regional capacity for biodiversity conservation.

    The ACB needs to further enhance its visibility as a source of credible and science-based information on biodiversity conservation-related content. With this, the ACB is seeking dynamic, innovative, and committed candidates for the position of Director for Communication.

    B. SCOPE OF DUTIES

    Specifically, the Director for Communication shall perform the following:

    a. Executive management
    i. Organise and manage the operation of the Communication Department;
    ii. Provide mentorship and leadership guidance to the Communication Department;
    iii. Recommend and approve communication capacity enhancement opportunities for ACB staff;
    iv. Manage the performance of the concerned personnel relative to the programs being rolled out;
    v. Ensure the efficient and effective implementation of the ACB communication, education, and public awareness (CEPA) strategy and the Communication work plan;
    vi. Contribute to the overall effective management of the ACB through the Executive Committee / Management Team ;
    vii. Provide inputs to the ACB Strategic Plan specific to the CEPA component;
    viii. Represent the ACB in events, functions, conferences, and meetings.

    b. Development Communication
    i. Lead the development and monitoring of ACB communication guidelines and protocols;
    ii. Manage the production of CEPA materials that promote public awareness of the values of biodiversity
    iii. Develop a network of communication practitioners in the region in support of ACB activities and to promote biodiversity conservation and advocacy;
    iv. Provide support to the ASEAN Member States to ensure successful implementation of their CEPA activities;
    v. Lead the facilitation of exchanges of CEPA practices in the region;
    vi. Ensure the quality of reports, documents, and publications arising from relevant ACB meetings, workshops, and conferences; and
    vii. Design and implement appropriate project activities to promote ACB’s mission, vision, and goals.

    c. Marketing and creatives
    i. Ensure the consistent delivery of the ACB’s mission, vision, and key messages;
    ii. Develop and implement marketing and advocacy campaigns aligned with the ACB’s mission, vision, and key messages;
    iii. Provide insights into effective engagement of the ACB’s key stakeholders;
    iv. Develop and maintains good relations of ACB with stakeholders, NGOs, and decision and policy makers in the ASEAN region;
    v. Provide overall strategic creative direction to the ACB; and
    vi. Foster relations with key stakeholders from various sectors.

    d. Public Engagement
    i. Monitor the publicity and visibility of the ACB’s key programmes and activities;
    ii. Plan and carry out public engagement strategies and campaigns;
    iii. Develop and implements strategic media engagement;
    iv. Create and strengthen partnerships and networks with local, national, regional, and international media organisations;
    v. Lead the development and implementation of public engagement activities such as press conferences, interviews, and media visits;
    vi. Oversee the production of public engagement materials such as press releases, news, feature stories, statements, messages, speeches; and
    vii. Ensure the responsiveness and excellent quality of the ACB website and social media platforms.

    e. Perform other related duties and tasks as may be assigned by the Executive Director.

    C. Qualifications

    a. Education and Work experience

    • Master’s Degree in Development Communication, Mass Communication, Journalism, Communication Broadcasting, or Public Relations, or any of these related fields and 10 years of related work experiences or Its equivalency requirements:
    • Completed Academic Requirements – Master’s in Development Communication, Mass Communication, Journalism, Communication Broadcasting, or Public Relations, or any of these related fields and 12 years of related work experiences; or
    • 18 units earned – Master’s in Development Communication, Mass Communication, Journalism, Communication Broadcasting, or Public Relations, or any of these related fields and 15 years of related work experiences
    • Proven managerial experience in an international and/or environmental organisation.
    • Demonstrated understanding and knowledge of biodiversity, environment, and sociopolitical issues in the ASEAN.
    • At least 5 years of relevant international or regional (ASEAN) experience.
    • Proven ability to liaise and engage with governmental, non-governmental and private sector partners and representatives.
    • Demonstrated capacity to provide strategic communication and creative inputs to programmes and projects.

    • Developed and Implemented strategic communication campaigns
