TERMS OF REFERENCE
A. BACKGROUND
The ASEAN Centre for Biodiversity (ACB), established in 2005, is ASEAN’s response to the challenge of biodiversity loss. It is an intergovernmental organisation that facilitates cooperation and coordination among the ten ASEAN Member States (AMS) and with regional and international organisations on the conservation and sustainable use of biological diversity, and the fair and equitable sharing of benefits arising from the use of such natural treasures.
The ACB, together with the United Nations Development Programme (UNDP), is implementing the GEF project, Effectively Managing Networks of Marine Protected Areas in Large Marine Ecosystems in the ASEAN Region (ASEAN ENMAPS), which is designed to address the coastal and marine ecosystem challenges in the ASEAN region through enhanced collaborative management of marine protected areas (MPAs) and other integrated coastal management and ecosystem-based fisheries management approaches. The objective of the project is to develop and improve the management of networks of MPAs and marine corridors within selected Large Marine Ecosystems (LMEs) in the ASEAN for the conservation of globally significant biodiversity and support for sustainable fisheries, and other ecosystem goods and services. This regional project will have a strong upscaling focus, including engagement with ASEAN working groups and LME governance mechanisms, as well as leveraging complementary investments across the ASEAN region. The ASEAN ENMAPS will be implemented for five (5) years, beginning in March 2024, in selected marine protected areas and marine corridors with high conservation importance in the ASEAN region with pilot sites across Indonesia, the Philippines, and Thailand.
The ACB is seeking dynamic, innovative and committed candidates for the position of ENMAPS National Planning and Monitoring Officer for the Philippines who will ensure national-level results-based management provides timely and constructive planning and monitoring and evaluation feedback, enabling adaptive management and reporting of results.
B. SCOPE OF DUTIES
The National Implementation Units will be established in the Philippines under the Department of Environment and Natural Resources-Biodiversity Management Bureau, this will be composed of National Project Manager and Site Officers (integrated into the management administrations of the target sites) to deliver technical assistance and support in the execution of project activities. The ENMAPS National Planning and Monitoring Officer will be working under the National Implementing Units and will directly report to the ENMAPS National Project Manager-Philippines. As the National Implementation Units are integral parts of the ASEAN ENMAPS Project Management Unit, the said ENMAPS National Planning and Monitoring Officer will closely coordinate with the Monitoring and Evaluation Specialist.
The National Planning and Monitoring Officer shall perform the following specific roles to ensure that the project objectives are efficiently achieved:
- Provide technical support to the ENMAPS National Project Manager – Philippines and Site Officers on planning and M&E particularly in the preparation of multi-year, annual, and quarterly work plans, reporting, databasing, and progress tracking of the project results framework; and ensure harmonisation of plans with other relevant projects;
- Establish and maintain systems for progress tracking, data management, and reporting.
Progress Reporting and Standards Compliance
Prepare comprehensive quarterly and annual progress reports, ensuring compliance with the reporting standards of national governmental partners, UNDP, GEF, and ASEAN Centre for Biodiversity (ACB), as necessary.
Collaborate with the national and site-level teams to ensure timely submission of reports that reflect accurate project performance data. - Prepare quarterly and annual progress report in relation to the implementation of national and site level activities ensuring that they meet the necessary reporting requirements and standards of the national governmental partners, the UNDP and the GEF; ACB, if necessary;
- Provide technical assistance and inputs to the project’s Communication Specialist and DENR-BMB CEPA team in developing the knowledge management products from project learnings and best practices;
- Provide inputs and technical assistance to the ENMAPS National Project Manager – Philippines, PM-CTA, and M&E Specialist of the ASEAN ENMAPS in the preparation of the annual Project Implementation Reviews (PIRs); and during the mid-term review and terminal evaluation of the project, including preparation of management responses;
- Provide assistance on the conduct and facilitation of assessments of project performance, e.g., arranging focus group discussions for assessment of METT scorecard and capacity development scores;
- Provide inputs and assistance to National Project Manager on the ways by which project performance (national and sites) can be upgraded;
- In coordination with the regional and national project team members, specialists and other partners, design, prepare modules and conduct capacity and capability-building activities on Planning, M&E, and Knowledge Management;
- Coordinate closely with the Gender and Safeguards (GS) Team to ensure compliance of the UNDP Social and Environmental Standards commitments related to monitoring, with access to and integrating Grievance Redress Mechanism (GRM), gender and safeguards data prepared by the GS Team in reports; and
- Perform other related tasks that may be assigned by the supervisor(s) from time to time.
- Progress Reporting and Standards Compliance
○ Prepare comprehensive quarterly and annual progress reports, ensuring compliance with the reporting standards of national governmental partners, UNDP, GEF, and ASEAN Centre for Biodiversity (ACB), as necessary.
○ Collaborate with the national and site-level teams to ensure timely submission of reports that reflect accurate project performance data. - Knowledge Management and Communication
○ Collaborate with the Communication Specialist and DENR-BMB CEPA team to distill project learnings and best practices into accessible knowledge management products.
○ Provide technical inputs to develop materials that promote knowledge sharing and stakeholder engagement. - Technical Input to Project Reviews
○ Support the ENMAPS National Project Manager – Philippines, PM-CTA, and M&E Specialist in preparing the Project Implementation Reviews (PIRs), management responses, and inputs for mid-term reviews and terminal evaluations.
○ Facilitate data collection, synthesis, and documentation to enhance the quality of project assessments and reviews. - Performance Assessments and Capacity Development
○ Arrange and facilitate focus group discussions and assessments for tools such as the METT scorecard and capacity development tracking.
○ Identify areas for improvement in project performance and provide actionable recommendations to the National Project Manager.
○ Design and deliver capacity-building activities on planning, M&E, and knowledge management in coordination with regional and national project team members. - Gender and Safeguards Monitoring
○ Work closely with the Gender and Safeguards (GS) Team to integrate UNDP Social and Environmental Standards (SES) into monitoring systems.
○ Ensure the inclusion of Grievance Redress Mechanism (GRM) data, gender considerations, and safeguards compliance in all monitoring and reporting outputs. - Cross-Cutting Contributions
○ Contribute to strengthening coordination and collaboration among stakeholders to achieve project outcomes effectively.
○ Perform other planning and M&E-related tasks as assigned by the supervisor(s) to ensure the achievement of project objectives.
C. QUALIFICATIONS
Education and Work Experience
● Bachelor’s degree in Environmental Planning and Management, Environment and Natural Resource Management with at least three (3) years work related experience, or its equivalency requirements:
- Bachelor’s degree in other related fields with at least five (5) years of work-related experience.
●At least three (3) years program/project management, monitoring and evaluation working experience with government agencies, Non-Government Organisations (NGOs), and private sector in the Philippines; work experience in a GEF-UNDP regional/national project is an advantage;
● Familiarity with the government processes including planning and reportorial requirements;
● At least three (3) years of combined relevant experience in development work, coastal and marine conservation, resource valuation, and natural resource management-related projects
● Experience in coordinating stakeholder consultations, workshops and conferences
Skills
● Excellent knowledge of the English language and with exceptional writing presentation and communication skills
● Adept at working with international partners
● Ability to work independently and to manage effectively different tasks
