INVITATION TO BID
REPAINTING WORKS
The ASEAN Centre for Biodiversity (ACB), intends to apply the sum of Two Million Pesos (PHP 2,000,000.00) being the Approved Budget of the Contract (ABC) to payments under the contract for the Repainting of the ACB Building Exterior Walls and Repair of the ACB Walkway Roofing. Bids received in excess of the ABC shall be automatically rejected at bid opening. The ACB is zero rated VAT as per BIR Ruling ITAD No. 059-20 dated 24 July 2020.
The ACB now invites bids for the Repainting of the ACB Building Exterior Walls and Repair of the ACB Walkway Roofing. Expected contract duration is 4 months. Bidders should have completed, within ten (10) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II, Instructions to Bidders.
Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”.
Interested bidders may obtain further information from the ACB Bids and Awards Committee (BAC) Secretariat, and inspect the Bidding Documents at the address given below from 9:00 AM to 4:00 PM. The complete set of Bidding Documents may be acquired by interested Bidders on 21 August 2023 either physically,
from the address below, or digitally, from the ACB website through this LINK. Payment of the non-refundable fee in the amount of Five Thousand
Pesos (PHP 5,000.00) for the bidding documents is accepted thru bank transfer to the ACB bank account details below:

Bidders shall pay the fee for the Bidding Documents not later than the submission of their bids.
The ACB will hold a Pre-Bid Conference on 7 September 2023, 2:00 PM through video conferencing, which shall be open to prospective bidders. Prospective bidders are advised to send interested participants’ names and email addresses via email on or before 7 September 2023, 10:00 AM. Kindly coordinate with the BAC Secretariat before the said date for further details and instructions.
Bids must be duly received by the BAC Secretariat at the address below on or before 20 September 2023 at 10:00 AM. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.
Bid opening shall be on 20 September 2023, 10:01 AM in-person and through video conferencing at the ACB Conference Room, Domingo M. Lantican Avenue, University of the Philippines Los Baños, Laguna. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Prospective bidders are advised to send through email containing the names and email addresses of interested participants on or before 20 September 2023, 9:00 AM. Late bids shall not be accepted.
The ACB reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
