POSITION TITLE: Programme Associate for Coastal and Marine (Non-core)
DURATION OF CONTRACT: One year (Renewable)
DUTY STATION: Los Baños, Laguna, Philippines
REPORTING TO: Project Development Division Director

TERMS OF REFERENCE

A. Background

The ASEAN Centre for Biodiversity (ACB) is an intergovernmental regional centre of excellence established through an agreement among the Governments of the Member States of the Association of Southeast Asian Nations (ASEAN) in 2005. The ACB facilitates cooperation and coordination among the members of ASEAN, and with relevant national governments, regional and international organisations, on the conservation and sustainable use of biological diversity and the fair and equitable sharing of benefits arising from the use of such biodiversity in the ASEAN region. Since its establishment, the ACB has lived up to its mandate of strengthening national and regional capacity for biodiversity conservation.

The ACB is looking for a Programme Associate who will provide administrative support to the Project Development Division and assistance in the project development, monitoring, and reporting.

B. Scope of Duties

Under the supervision of the Project Development Division Director, the Programme Associate shall primarily provide administrative support to the Project Development Division, and shall likewise provide assistance in the project development, monitoring, and reporting. The Programme Associate shall perform the following duties and responsibilities:

General

  1. Assist in technical matters relating to programme development and capacity building development, in accordance with ACB’s Annual Work Plan;
  2. Assist in the implementation of various ACB programmes with donor partners, including coordination with ASEAN Member States, consultants, and donor partners;
  3. Assist on capacity building activities under the coastal and marine programme and other thematic areas of ACB that may be assigned by the Project Development Division Director;
  4. Assist in coordination of workshops, trainings, and other events under the Programmes Department including local and international travels to venues outside the ACB Headquarters; and
  5. Assist in the preparation of concept notes, technical reports, workshops proceedings, joint research programme proposals, terms of reference, and other technical documents.

Specific

  1. Provide administrative support to the Project Development Division
    1.1 Prepare, organise, and coordinate meetings, workshops, conferences and events including preparation of briefing documents, setting up and following up of meeting appointments of the Project and Development Division Director and/or Programme Officers with different organisations and institutions; and
    1.2 Manage cash requirements (cash advances, reimbursement, liquidation) and other relevant documents for all meetings, conferences and activities to be attended by the Project and Development Division Director and/or Programme Officers
  2. Provide support to project development
    2.1 Assist in the preparation and packaging of proposals for submission to donor agencies in accordance with ACB thematic areas; and
    2.2 Assist in coordination with relevant institutions in the finalisation and approval of project proposals; and
    2.3 Assist in maintaining, monitoring, and updating of the project mapping database of Programmes
  3. Provide support to project implementation, monitoring and reporting
    3.1 Assist in the implementation, monitoring and reporting of coastal and marine related programme/projects, and other thematic projects that may be assigned by the Project and Development Division Director; and
    3.2 Assist in preparing project and/or activity reports and related documents of the assigned thematic projects
  4. Perform other related tasks that maybe assigned by the Supervisor(s) from
    time to time.

C. Remuneration Package: Negotiable

D. Qualifications

Education and Work Experience

  • Must have at least Bachelor’s degree in Natural Sciences or other related field; or
  • Bachelor’s Degree in a non-related field with three (3) years related work experience
  • Should have at least one year relevant work experience in a regional/international organisation preferably in the ASEAN
  • Significant experience on donor funded project is an advantage

Skills

  • Excellent knowledge of the English language and with exceptional writing, presentation, and communication skills
  • Adept at working with international partners
  • Ability to work independently and to manage effectively different tasks

Nationality

  •  Must be a national of any of the ASEAN Member States
