These Loops are dedicated to enabling developing countries to become realistically self-reliant in the skills of identifying and understanding the relationships of the organisms which collectively constitute biodiversity and the living environment. It is a network of people and institutions designed to enable the pooling and sharing of existing taxonomic resources of the LOOPs via South-South cooperation, and building further taxonomic capacity through institutional strengthening and human resource development programs. The Network is coordinated by the Malaysian Agricultural Research & Development Institute (MARDI) which serves as the Network Coordinating Institute (NECI), supported by a permanent secretariat at the CAB International Southeast Asian Regional Center (CABI-SEARC). Each of the 10 ASEAN Member Countries is represented in the LOOP by an appointed National Coordinating Institute (NACI).
