Wilfredo J. Obien
Head, Finance and Administration
Willy specializes in project management, financial management and administration, watershed and environmental management, community organizing, cooperative development, industrial plantation and timber stand improvement. He was the Division Chief of the Foreign-Assisted and Special Projects Office and Director of the Financial Management Service of the Department of Environment and Natural Resources of the Philippines. Willy has a degree in BS Forestry (University of the Philippines, Los Banos), Diploma in Natural Resources Management (Lincoln College, Christchurch, New Zealand) and a Masters in Public Management (Development Academy of the Philippines).
