Background
There is numerous available biodiversity information located in various different agencies of ASEAN Member Countries. However, existing mechanism to share such information is still not well established in the region. The ASEAN Center for Biodiversity (ACB) works to facilitate cooperation and coordination through the establishment of linkages with networks of institutions in the ASEAN in order to promote the exchange of relevant knowledge on biodiversity.

Rationale

One of the mechanisms to exchange information on biodiversity is the clearing-house mechanism. CHM is also one of the key knowledge management tools to mainstream and monitor progress of the AMCs national biodiversity strategic plans. Many Parties to the Convention on Biological Diversity (CDB) have established national CHMs but very few have their national CHM Websites, especially in the ASEAN region. ACB will assist the AMCs to establish their CHM national focal points and clearing-house mechanism websites.

In September 2000, the ASEAN Regional Center for Biodiversity (ARCBC) held a workshop in Vietnam, the “National Workshop on a Mechanism of Biodiversity Sharing within Vietnam.” ARCBC laid down the foundation for the establishment of the national biodiversity information network in Vietnam with the participation of government agencies, research institutions, and non-governmental organization related to biodiversity conservation. However, at present, there is no active partnership between ACB and the Vietnam biodiversity network.

This workshop aims to revisit the network and strengthen the partnership toward synergism in approaching biodiversity problems at the regional level. The establishment and strengthening of the networks are to be replicated in other AMCs.

The Sub-regional Workshop on Mechanism for Biodiversity Data Sharing and Harmonization is a follow-up step to re-engage AMCs in biodiversity information management. This workshop will build mechanism to exchange information, experiences and learnings that are necessary to assist policy makers and stakeholders to meet obligations under the CBD.  This will be a venue for knowledge sharing to establish CHMs and biodiversity information networks.

Overall Objectives

To assist in the establishment and strengthening of information exchange and harmonization through the knowledge management tools clearing-house mechanism and networks in support to MEA reporting.

Specific Objectives

  1. Agree on mechanism of collecting, providing and sharing information on biodiversity using standard formats;
  2. Address the challenges identified in the ASEAN Member Countries (AMCs) 3rd National Reports on information and knowledge management;
  3. Build capacity to establish national CHMs focal points and website using the CHM Toolkit provided by CBD which includes strengthening of biodiversity information exchange networks; and,
  4. Prepare an agreed upon set of concrete, doable and win-win specific actions and synergistic activities on establishing a network and CHMs.
